Oliveira
is
a
Researcher
at
CIES-Iscte
and
an
Adjunct
Professor
at
the
Higher
School
of
Education
(ESE)
of
the
Polytechnic
University
of
Setúbal
(IPS).He
holds
a
PhD
in
Public
Policy
from
Iscte
–
University
Institute
of
Lisbon.
His
research
focuses
on
two
main
areas:
(a)
the
decentralisation
of
social
policy
competences
and
territorial
poverty,
having
co-coordinated
applied
public
policy
research
projects;
and
(b)
innovative
minimum-income
policies
in
contexts
of
multilevel
governance,
with
an
international
comparative
focus. He
was
a
visiting
researcher
at
the
Institute
of
Government
and
Public
Policies
(IGOP-UAB)
in
Barcelona.
He
has
participated
as
a
speaker
at
several
national
and
international
conferences
on
public
policy,
the
sociology
of
poverty,
social
security,
and
social
policy.
