Four research projects from CIES-Iscte have been selected in the 3rd edition of the Science for Public Policy – Science4Policy (S4P25) call, promoted by the Centre for Planning and Policy Evaluation (PLANAPP), in collaboration with the Foundation for Science and Technology (FCT).
The initiative seeks to bridge the gap between scientific research and the needs of policy design, monitoring and evaluation, strengthening the connection between academia and decision-makers.
Selected projects
1. Framework of indicators for cultural human rights – participation, access and contribution to cultural life
This project aims to develop, for the first time in Portugal, a framework of indicators for monitoring cultural human rights, in line with the guidelines of the UN High Commissioner for Human Rights (OHCHR). Combining normative analysis, a systematic literature review and expert consultation, it will create a database of indicators to monitor the implementation of cultural rights, thereby strengthening citizen participation and supporting evidence-based policymaking.
2. Radar under analysis: study and evaluation of the institutional and local limits and potential of the Radar Social programme
Focusing on Radar Social, a programme created under the Recovery and Resilience Plan (PRR) to identify situations of poverty and social exclusion, this project evaluates its relevance and effectiveness by gathering the perspectives of political and technical agents on the ground. The study seeks to identify success factors and obstacles, producing recommendations to improve the implementation and impact of poverty reduction strategies in Portugal.
3. Equity and inclusion in public administration
This pilot project aims to build the capacity of municipalities in the field of equity and inclusion, particularly regarding people with disabilities, who remain disadvantaged in several social indicators. It foresees the design and testing of an innovative training programme on equity and inclusion in four municipalities in the Lisbon Metropolitan Area (Barreiro, Loures, Cascais and Sintra), with a special focus on digital inclusion. The model may later be adapted for central administration and integrated into the public administration training offer.
4. Dynamic analysis of the impact of public support instruments for the arts and culture in cross-border and low-density territories
This project proposes an innovative methodology to assess the impact of public investments in culture and the arts, particularly under the POCTEP and PIS programmes, in cross-border and low-density regions. Using System Dynamics and Causal Loop Diagrams, it will build a dynamic logic model to simulate impact scenarios, identify drivers and barriers, and provide analytical tools to guide cultural policy decisions and funding strategies.
