Poverty at the Local Level and the Delegation of Competences in Social Action

On 16 January 2026, the European Anti-Poverty Network (EAPN Portugal) and CIES-Iscte will host a meeting aimed at presenting and discussing the interim results of the project “The Levels of Decentralisation in the Fight Against Poverty: New Municipal Competences in Social Action.”

The session is structured around two thematic panels that address complementary dimensions of poverty analysis and local governance. Panel 1 focuses on the proposal of an analytical framework for poverty indicators at the local level, seeking to contribute to the development of comparative instruments for territorial diagnosis. Panel 2 presents a qualitative approach to the process of delegating competences in social action, based on municipal case studies, and centres on the institutional and operational implications of the new decentralisation framework. The event concludes with the presentation of a Policy Brief proposal, which synthesises public policy recommendations arising from the empirical and analytical work undertaken.
